7800 low power

scored a yaesu 7800 off ebay... "brand new"
prior owner bought it in 2004 and never used it.  i've been reading more about it and it seems like it was/is a known issue that the 7800 was putting out less watts than advertised by yaesu.

#1) how can i check the wattage output, especially without having my license yet.

#2) if it lower and needs tweaking, any suggestions or ideas?

Yes, transmitting into a dummy load is OK without a license.

I wouldn't worry about the power being low unless it is half the advertised power.  Remember, every step on the S-meter is a 4:1 change.  So if that 50W rig is only putting out 25W your signal will be less than 1/2 an S-unit low.  Nothing to worry about.
