Oh the irony if our first contact with extraterrestrials is via a NAL from the Galactic Communications Commission.

NOTICE OF APPARENT LIABILITY FOR FORFEITURE AND ORDER

   Adopted: Stardate 209134.1 Released: 209134.3

By the District Director, Milky Way Division, 4th Spiral Arm Region,
   GCC Enforcement Bureau:

   I. INTRODUCTION

    1. In this Notice of Apparent Liability for Forfeiture and Order (NAL),
we find that the inhabitants of Sol 3 willfully and repeatedly violated
Section 1201(n) of the Galactic Communications Act of 103402.6, as
amended, for operating an unlicensed transmitter on a restricted
frequency.  We conclude that Sol 3 is liable for a forfeiture in the
amount of 10 million zorkmids.  Payment is to be delivered to the
GCC Court Clerk's Office on Rigel 6 no later than thirty (30) standard
galactic days from the date of this NAL.

Nice work. I wonder what the exchange rate is for Zorkmids?
