"1500-2000 miles apart", "voice communications", "reliable", "predictable"?  Yikes....

The US military had to use circus tent sized antennas with +kilowatt transmitters, dedicated field of operators, ionosounde and scientists to maintain that kinda network.  Despite the movies, it's highly unlikely an average bunch of hams could replicate.

IMHO, low rate data might be doable.  With good planning, proper antennas & newer protocols (like JS8Call) a group of learned ham's could pull it off 'fairly' reliably.

I have an old ALINCO (Japanese domestic version of the DR-605) that has significantly worse VHF reception than my Yaesu FT-857.

I'm trying to get a band pass filter to test the ALINCO; however, until then is there a way to recognize by the signal differences whether it's a problem with the ALINCO's receive module or just poor filtering?

Depends upon your QTH.  In many locations 40m is very popular, but where I live (most stations are 1500+km away) 80/40 are rarely used.  20/17/15 are much more popular.

Check PSKreporter and reverse beacon for an idea of traffic in your area.
